I'm back. Two questions on a different topic.
1) What is the process for improving the abilities of a character?
2) How long does it take to have one upgrade to a power or skill such as martial arts?

The ability/power would have to be approved by staff and written out in a thread. And, unfortunately, unless it's story driven and necessary for the overall growth of the character, we don't generally approve upgrades. Even if we do approve it, the upgrade would have to be thread timeline appropriate. For example, a character can't become a master of martial arts in a matter of a couple of threads. There are exceptions, with minor upgrades, such as learning to cook or minor vehicle repairs. Things that, while showing character growth, won't affect how the character behaves or interacts with the world.

What do you mean by the second sentence? And are these threads for improvement, solo threads?

Okay, so I've stated this on previous boards, and several times around this one and in the cbox, so for the sake of posterity, I'm stating it here too:
Walk It Off: A New Earth is primarily a writing board, first and foremost. If your goal is to simply be the biggest, most powerful, most proficient, most anything in the room, this is not the board for you. Generally, you need a damn good reason for a major power or ability "upgrade" that hasn't already been established as a part of your application. Can you pull forth a latent fight-or-flight ability in a moment of desperation? Of course. But you don't just gain mastery over something in the course of one thread or solo.
The important thing to understand is there is a distinct difference between native heroes of New Earth and the vagrants from the DC and Marvel Earths. New Earth is more like OUR world, but includes a hidden faction of people with powers. They're not going to progress as fast as thier canon counterparts did, and you're not going to become proficient in a new skill in a day. This is part of what makes vagrants an oddity in this world. But even Batman's not that talented, and he's the goddamn Batman.
So the short, less kind answer is "no, you can't upgrade." The longer answer brings up the question, "why do you need to?"
If this is a deal breaker, I apologize that this wasn't the sort of game you were looking for and wish you luck in finding one that fits your needs better. My other suggestion would be to instead take on an established canon character that has been developed and is similar to what you want to play with. You're into chi and martial arts mastery - Immortal Iron Fist is open and available, and would fit most of your needs, short of being a native OC.

Okay, I just need a bit more clarification. For my case specifically, I'm hoping to eventually develop my OC's hypnotism techniques a bit more (probably involving one upgrade), get better equipment, and train him in a martial arts style over time (but nothing on a supernatural level involving chi and all that). I'm willing to spend however long of posting it takes to realistically develop these abilities so it feels natural to the timeline of the RP. Let's assume I get there one day; what do I do to make that improvement official? Do I pm a mod and link them the appropriate threads?
Also, seeing as how this would take a lot of time, do we progress the age of our character's? My guy is 16 years old, so does he stay frozen in time, or can he progress to adulthood?

I think the best answer to your question is "it happens when it happens." You chose to app you character as a 16 year old. Barring some comic book magic/handwaving he's not going to be an expert immediately. If you want to think of it in terms of comic book timelines, Spider-Man did not progress to being as efficient as he is until he was an adult and even then it took time and experience. Since comic book time works differently than real world time, that basically means that it took 60 real world years for him to age from 15-16ish to 30 something. Nobody is expecting you to literally wait that amount of time, but reasonably a 16 year old is not going to have immense skill. Typical teens are lucky they get out of bed in the morning without a parent prodding them, they probably are not going to spend all their time training.
Barring a time jump, which I don't expect to ever do and if we did it wouldn't be anytime soon, perhaps the rule of thumb should be common sense. If a character has been through several arcs (be they personal or site wide) they are bound to have learned something from the experience. Does that mean they "level up" just because they beat an opponent or have a set amount of threads/posts? No, but if it makes sense given events that have transpired, then it can be brought up to the staff.
For instance, lets say I want to upgrade Iron Man at some point to have him sporting the Extremis or Bleeding Edge armors of the comics, something I may actually do. I'd need a situation where he is badly injured or realize the folly of not having access to his armor at all times, and such an event would have to be played out. But even then he has to have the resources, something he's having to rebuild in game. Sure I had him start a new company, but even so the evolution of it to where it could realistically mirror Stark Industries of his home dimension is going to take time. If such resources are in place there is also the story need for him to think along the lines of nanomachines. Perhaps he fails to save someone in a pitched battle or maybe he's on Death's door because he bit off more than he could chew in his arrogance, then it may make sense. Before hand though without good reasoning and development of character, not just power, it isn't happening.
Take the way I play Batman for instance. He's a canon sure, but the same reasoning can apply. He's pushing 40, has been training since he was a teen if not younger, and thus has the experience and skill to back it up, not just when it comes to martial arts but also when it comes to clashing with villains, some of which have powers while he is just a man. In this case it isn't just that he's Batman, its the age I chose to make him. Again, you chose to make your character a teen and story and time progresses as the story demands.
