Neo-Human – (noun) Any character, both canon and original, that has superpowers not derived from a powersuit or similar styled technology. This includes characters that were born with their abilities or came into them through natural means (as if puberty wasn't tough enough, amirite?), gained them through external measures that changed them on an internal scale (science experiment gone wrong, access to magical ability), or are otherwise not really human in the first place (aliens, god-ish entities).
If you're creating an original character, and they have powers, they are not a metahuman. They are not a mutant. They are not an enhanced being. They are a Neo-Human, or just Neos for short.
While Neo-Humans have always existed in this dimension, they have never been formally introduced as a force for good here, and those who have caused major upset or near-world-ending events have had their antics covered up by the government in order to keep the peace or to further other agendas. While reports claim, and most believe, these events were caused by anything from poisoned water supplies causing mass hallucinations to domestic terrorist attacks, the involvement of Neos in these incidents have reached the status of urban legend and conspiracy among enthusiasts and tin-foil hat wearing theorists. And of course, as a person with powers, you know that the crackpot theorists are correct – and so do the various governments of the world who are looking to hunt you down. For what purpose, no one knows for sure, but powered people are disappearing and never coming back...
Vagrant – (noun) Any canon character from any of the Marvel or DC universes that have fallen in, wandered through, or otherwise found themselves on the other side of a dimensional gate to the New Earth. Some, like Spider-Man or Zatanna, would be classified as Neo-Human Vagrants, as they are from other dimensions and also have superpowers. Batman or Iron Man, however, would simply be a Vagrant. Either way, Vagrants are not exactly welcome in this dimension, and have spurred authorities to take a new, more upfront and forceful approach in how to deal with the sudden influx of Neo-Humans arriving in their world.
Please keep in mind that all newly apped Vagrants should be given a proper introduction into the new world. Feel free to do this as a solo piece, a big to-do group thread, or even as a mild mention of what happened when you start the character off on their adventures.
Note: It is possible to be both a Neo-human and a Vagrant. The first term is an umbrella word for ALL people who have powers, either naturally, synthetically, canon, OC, or otherwise. A Vagrant however, is only applicable to canon chars from the DC/Marvel universe. Flash would be a considered both. But Batman would be just considered a Vagrant.
Neo-Net – (noun) An elusive part of the darknet, this online community is for Neo-Humans looking for answers about what they are and what is happening in the world to others like them. No one knows anything about who created this or for what purpose, but as far as anyone knows, it's insanely secure and firewalled against any sort of nefarious watch lists. You can only get access to it if you know how to find it or are invited by someone who does. Neo-Humans native to this dimension can be a member or have at least heard of this network if they wish. Vagrants will need to learn of this on their own.
