I'm not sure if anyone will ever find this recording...and if they do, whether or not I'll even still be sucking air by that point, so consider this tape as my explanation of who I am, why I am, and how I got here.
My name is Jason Todd. I used to be called Robin, though that name died a long ago, left to rot in the far depths below Arkham Asylum. Except...not exactly. Not really. It was given to someone else, after I was deemed unworthy of the title, because apparently I was too weak, too violent, too...much... to avoid capture. But, you know, you'd think that when someone says they want to train you to stop the evil in the world, says they'll make you something great, says they'll protect you, because you're partners, because you're family... that someone would stop at nothing to find you if you go missing or are in trouble. But no...I couldn't have been more wrong if I was trying. My partner, the supposed Dark Knight, freaking Batman... couldn't be bothered. He was too intent on finding a better Robin, a more obedient puppet, and left me beneath Arkham. Alone.
With the Joker.
I'm sure you've heard stories about that psychopathic clown freak, so I'll spare you the gory details. Needless to say, it wasn't very nice. But I escaped. All on my own merit.
This little bird's not as weak as you thought, is he Batman?
I got out of Arkham, took on a new name and a new purpose. I knew what I needed to become. I needed to be the real fear that stalks the night. The Joker was only alive because Batman allowed it. He only got his grimy hands on me because Batman allowed it. Criminals...like that goddamn wretched crackpot...you can't control them through fear alone. They don't fear capture, they don't fear death...so you put them in the ground so they can't strike fear in anyone else...hurt anyone else. That's what you never understood. That's why I have to do it myself.
That's why I had to become the Red Hood.
But now...that name no longer carries the weight it did when I took it as my own. Not here. Not in this world...wherever this world is. But opportunity seems to be knocking. There doesn't seem to be a Batman in this place...no Batman, no Joker, and all the time in the world to rebuild my legend. This time...this new city, this new world...it will be protected the right way. My way.
Will you join my crusade and bring this world back from those who would corrupt it? Or will you foolishly stand against me? The choice is yours...but be sure to consider your options very, very carefully...otherwise it might end up being your last.
Info
WiO's Jason Todd is specifically from the Arkhamverse series of video games, albeit before the events of the series' third installment, Batman: Arkham Knight. What this means for continuity is that while he was captured by the Joker, like in comics canon, his life was never ended during the course of that event. Instead, he was held prisoner and tortured over the course of nearly two years in Arkham Asylum, until his eventual escape, thanks to thebribing help of the mercenary Deathstroke.
Jason fell into the dimensional portal at the between point of his escape from Arkham and the start of Arkham Knight, so he is at the relative beginning of his career in the board's new universe, taking the Under the Red Hood path as a means of becoming a better and far more brutal Batman than his mentor.

Red Hood's current story is a retelling/WiO exclusive version of the Under the Red Hood comics storyline, which puts Jason in the unique position to be both an antagonist and an unwitting ally in most street-level vigilante stories. He is being established as one of the most influential and dangerous crime lords in New York City, second only to Harley Quinn, and is looking to steal her crown to take over the whole city to better control the rotting spread of crime therein. He is dangerous, he is ruthless, and he doesn't have any qualms about killing his enemies, though the heart of the hero he was, the one that Batman raised him to be, still beats hard and fast behind the wall of rage and betrayal he's built up around him.
