Physical Appearance:
At Six foot two with blond hair and piercing blue eyes, Kinsey is what many would call 'classically handsome'. He maintains a clean-cut look that never gets past the stubble stage and keeps his hair at a mid-length so that it both isn't long enough to get in the way and isn't too short as to 'compromise his good looks'.
His Caucasian heritage compliments his Aryan features and he is rarely seen without a self-satisfied smirk or genuine laughter, his face reflective of his jovial-if-arrogant personality. It doesn't help matters that his deep southern drawl and choice of vernacular gives the false impression that he's a womaniser.
Kinsey's daily regimen ensures that he keeps an athletic frame as is necessary for his job, his muscles toned in the same fashion as a champion kickboxer.
His work attire is a suit of deep red and bright gold with clear influences drawn from yesteryear military attire. The thick coat and large brass buttons cover an ornate protective body armour that protrudes from the shoulder to cover his forearms and legs in order to afford him protection whilst at the same time avoiding restriction of his limbs. The lightweight-armour stretches to cover the backs of his hands but leaves the palms free to the open air so that manipulation of objects is made no more difficult for its presence.
The hood of his coat is the one compromise made to the practicality of his attire, built into the rest of the ensemble and starched in such a manner that it covers his head even when strenuous movement is involved. The movements required to fold the hood down protects him from being uncovered in the heat of combat, as important as it has been in the past to hide his identity.
On a related note, an important part of the uniform is the mask that adorns his face. While it maintains the appearance of smooth porcelain, it is in fact made of durable carbon fiber and serves to protect his face. The golden mouthpiece is removable from the rest of the mask so as to let him use his mouth without taking it off completely and the large openings around his eyes compromise protection so that he remains visually unimpaired.
Kinsey's more casual attire often consists of jogging bottoms and skin-tight athletic compression shirts, often with a hoodie jacket over the top in the colder months. No matter what though, the common theme between this and his work attire is extremely deep reds and bright golds and he is never seen anywhere without them.
Personality:
Kinsey Roker is a man of unparalleled confidence.
No matter how dire the situation, Kinsey approaches it with a can-do attitude that has left many of his coworkers irritated at best and angry at worst. His ability to laugh in the face of danger and make jokes while the world literally collapses around him makes many think that he doesn't take his work very seriously when actually the truth is quite the opposite.
Under his cocky attitude lies the heart of a consummate professional with a spotless track record he takes great pride in showing off. In fact, anyone who has worked closely with him is hard pressed to find anything to complain about besides his inappropriate joking as he prioritises the safety of his 'family' more than anything else.
A man willing to go to any lengths to achieve his goals or complete the tasks at hand, he lets nothing stand between him and his objective. This makes him an exceptionally reliable teammate and friend, but also comes with one very worrying personality trait
In a word, Kinsey Roker is Ruthless. His tolerance for violence knows no limits and more than once he has been reported ending a human being's life with the same smile on his face as he wears while eating Oreos. He is unflinching in the face of mangled corpses and has been known to 'dance' through a battlefield with all the tension of a child at play.
There are no known accounts of Kinsey being upset or angry, as if his smile is a permanent fixture on his face. A story circulates through the people of P.H.O.B.I.A that when he was told as a child that his father was murdered, he made a joke about wasting money on a Father's Day gift and did another lap around the track.
Many suspect that Kinsey is a high-functioning Sociopath, though his mandatory psychiatric evaluations have all returned inconclusive.
Powers:
Living Smoke: Since the manifestation of his powers (see: History), Kinsey has become a being of living smoke. Though he looks human when maintaining his form, he has the ability to dissolve his body into blood-red smoke he can then manipulate using his Typhokinetic abilities (see: below).
As a side effect to his new smoke-like nature, Kinsey no longer needs to eat or breathe like a normal human being and instead subsists on a diet of toxic chemicals inhaled in vapor form. Kinsey can, and definitely prefers to, operate his organs properly and remain in his human form but has technically transcended the need for them as long as he continues to provide his body with 'fresh' smoke.
Typhokinesis: Kinsey has the ability to control and manipulate smoke in all its forms. This extends to any combination of solid and liquid material that has been formed by combustion or pyrolysis. This does not include however the manipulation of fire or the source of the smoke, only the smoke itself.
Typhokinetic Constructs: Kinsey is able to create objects out of smoke that can maintain solid form. The quantity of smoke in relation to the size of the object formed is disproportionate as it is effectively the compression of the matter in the air into something with enough substance to become a true solid. The thicker or more acrid the smoke, the easier it is to form a construct.
Typhokinetic Flight: Kinsey has the ability to fly using his Typhokinesis and can hover in the air with minimal effort. With access to large amounts of smoke, Kinsey can propel himself with all the force and speed of a jet plane but otherwise is usually capable of no more than 50 miles per hour.
Typhokinetic Regeneration/Invulnerability: Kinsey's impermanent form renders him mostly immune to wounds delivered from a vast array of weapons as any damage inflicted to his body causes the afflicted body part to dissolve into smoke that can be reformed.
Extreme impacts that displace his being take longer to reform and during this process this smoke can be captured to effectively remove his invulnerability as he must then sacrifice less necessary body parts to get back more critical ones. In this case where parts of him are separated for too long the smoke becomes inert and he must replace what he has lost by absorbing other sources.
Typhokinetic Senses: Due to the strange composition of his body, Kinsey can see, hear, taste and smell out of any part of it. While doing so from anywhere that isn't a normal place to do so (e.g. 'seeing' from his hands instead of his eyes) he effectively 'switches off' the ordinary faculties in order to process the unusual sensory information.
Kinsey can also feel sources of heat, radiation and smoke, providing him with low-grade thermal vision.
Abilities:
Running: Kinsey was a silver-medalist Olympic sprinter before joining the military and while no longer trains at that level, has an impressive footspeed.
Espionage: Kinsey has received training in both intelligence gathering and counter-intelligence.
Marksmanship: Military training has covered the use of a wide variety of firearms up to the use of high-powered rifles. Though extremely accurate at short to mid-range, he has repeatedly failed sniper training due to a lack of patience.
Knife Throwing: Kinsey is a knife-throwing expert on par with professional circus performers.
Juggling: Kinsey has shown impressive hand-eye coordination when it comes to Juggling, a hobby of his.
Close Quarters Combat: Kinsey is extremely proficient in fighting at close range and this is especially true in the use of knives. Passing all military tests with flying colours he has been described by his superiors as "taking to hand-to-hand combat as a fish does to water."
Stealth: Having honed his skills in his former role as an infiltration specialist, Kinsey is an extremely skilled stealth operative.
Compound identification: As a part of his counterterror training, Kinsey has been taught how to identify potentially explosive compounds and how to test for poisons.
Field Medic: As a part of survival training, Kinsey has been taught the basics of field medicine up to and including the temporary treatment of knife and bullet wounds.
Interrogation: Kinsey has been trained in the art of interrogation and negotiation to extract information he requires. Additionally; he has been trained to resist interrogation techniques and torture.
The Old Methods: Kinsey has received private training in the field of torture from his former superior.
Tri-lingual: As well as his native English, Kinsey can speak a respectable amount of German and Mandarin.
Weapons/Equipment:
Work Equipment: Since his work attire was fused into his body when his powers manifested (see: History), the following equipment is as much a part of him as his own flesh and blood. Ironically the same powers that make them able to be dissolved and reformed at will have made much of their usefulness redundant.
Carbon Fiber Exoskeleton: Specially fitted to his frame and made of durable carbon fiber, Kinsey's body armour is a series of lattice-worked plates designed not to compromise maneuverability whilst affording him protection from small caliber firearms and blades of all kinds.
Protective Face-mask: Kinsey's mask is made of the same materials as his body armour and has a built-in communication array and detachable mouth piece that has an air-filter and voice modulation capabilities.

History:
Kinsey Roker was born in Louisiana to an average three-person family. It was clear from the very beginning however that Kinsey was no average child, as not a single cry ever left the baby's lips. Instead the chubby little miracle was nothing but smiles and giggles. A trait that he would keep for the entirety of his life.
From the very beginning the child was confident and precocious. When he set his mind to something, nothing in the world could stop him from achieving it, taking each setback in stride with the same happy attitude he had while eating ice-cream or attending a birthday party. Therefore, when he showed a talent for running, his parents encouraged him to pursue his hobby with the same fiery determination he showed everything else, hoping that one day he would make something of himself.
For his whole childhood, running was his world. Religiously he got up before dawn and jogged around the block. He spent his break time at school running. He spent his free time after school running. When he was taken on holiday away from Louisiana? He could be found doing laps around the hotel they were staying at as orange crested over the horizon.
He began to compete from the moment he was offered the chance and proved himself time and again as a championship runner. He won local championships, he won national championships, he was scouted to compete on the grandest stage of them all. As soon as he met the age requirement to participate, he was chosen to compete for America in the Olympics.
A week before he due to compete, he received a message at the training camp he was staying at that his father had been brutally murdered in his home during a robbery gone bad. The news would have made any athlete stumble, the sound of his mother's sobbing should have broken him. But it didn't. His single-minded focus and will to put boot to track was all he cared about. The culmination of all his hard work was finally here and nothing in the world could stop him from competing.
The time came. The American flag worn on his chest he took his place at the starting line. The gun fired and-
He came second.
Silver was still an impressive achievement, his seniors in the field were all too happy to congratulate him. They looked forward to the rivalry, to bettering each other. The young man from Louisiana had a bright career ahead of him. They named him 'The Red Wind' for his speed and penchant for wearing bright red accessories.
But he never ran professionally again.
The same week he returned with silver strung around his neck, Kinsey reported for his first day of training in the military. Much to the shock of all who knew him, especially his mother. She pleaded with him to reconsider, believing him to be throwing away his career on account of grief over his father's death that he was unable to show, but her words all fell on deaf ears. Kinsey had set his sights on a different kind of medal, and there was nothing on this earth that could stop him.
With the same passion and drive that had lead him to become an Olympic medalist, Kinsey proved himself time and again in his service to his country; catching the eye of a particular superior who was forming a group with the international interests of America, England, Germany and China in mind. There was an unspoken threat, one clouded in conspiracies and buried in classified documents that required the coordinated response of each countries' finest. Few were chosen from each country to form a series of four-man cells and among them, Kinsey Roker.
Kinsey soon found himself travelling the world on orders from his superior and working closely with his cell in order to neutralize threats to global security. He found himself neck deep in information he could never tell a soul, pursuing people with amazing abilities that he could only hope to fight with his unwavering determination and the teamwork of his allies.
He became estranged from his mother, his only living relative, and his entire world became his job and his new 'family'. Unsurprising then, that when the chips were down, he would sacrifice himself for the good of the cause and his cell-mates.
They were sent after a Neo that manipulated Nuclear radiation who had broken into a power plant in southern China. Capture was impossible. Were they to harness the power contained within the plant, the damage to the country and in fact the world could have been catastrophic. They had to be dealt with quickly. And quietly.
Events had unfolded themselves perfectly. The Neo had been trapped inside the reactor and dealt with in a clean and efficient manner. It seemed that there was no flaw in the plan concocted by their logistic and strategy specialist, all that was required now was extraction from the site. But something went terribly wrong.
The death of the Neo was thought to be the end of it, but the latent energies released upon their demise rendered the material inside unstable. They had a choice, Extract and leave the plant to reach an inevitable meltdown, causing untold devastation that would surely make the news, or someone could go back inside to remove the corpse and prevent a full-blown meltdown from occurring.
Kinsey was fast. He'd spent his whole life running. If anyone could make it, it would be him. He would make it. He had to make it. His Chinese partner begged him not to go, but she couldn't stop him. Nothing could. His determination was his super power.
He reached the corpse. He reached the controls. But for the second time in his life, he just wasn't fast enough.
The plant went into meltdown with Kinsey still inside. Fire and intense radiation melted his equipment into his skin and then the very flesh from his bones. It was a slow, agonising death and for the first and only time in his life, Kinsey screamed. His eyes boiled in their sockets, every inch of him crying out in indescribable pain beyond any torture known to man.
Then. Mercifully. The screaming stopped.
Kinsey was reported killed in action. The cell's failure one drop in the bucket that would eventually turn to the flood that came with the exposure of Neo's existence. A great tragedy, the event would be talked about in meeting rooms as a prime example of why Neos needed to be contained. But what happened next was never part of the public record.
Among the ashen, irradiated wasteland, there came a spark of new life.
Where the body of the former agent lay in a mixture of burnt shadow and dust, the tiniest wisp of smoke began to rise. No ordinary smoke, the acrid vapor was a swirling mass of deep red matter that smelt of burnt pennies. Piece by piece, the smoke began to shift and solidify, one by one reforming into lost limbs and disembodied organs.
It took weeks. Months maybe, before the plume of smoke to cease its convulsions and finally come together. Reborn like a phoenix from the ashes, Kinsey Roker was alive once more.
Kinsey reacted to his newfound situation in the only manner that he knew how. He set a goal for himself, put a smile on his face, and set off in its pursuit.
A year later he had mastered his powers and discovered many of its intricacies. It was time to rejoin society and finally leave the barren wasteland that he had made his home. He returned to the States and reported to his old superior. He wouldn't allow something as simple as his death to stand in the way of what he wanted to achieve. Even his Neo status was no obstacle in his eyes. As long as dangerous people existed in the world, he considered it his duty to stop their machinations.
Though his four-man cell had been dissolved, this did not mean that Kinsey was off the hook. Instead he was reassigned to P.H.O.B.I.A, where his experience hunting Neos and new powers could be put to use best now that the world knew about the war that had been secretly going on for years.
Kinsey now operates under the Codename 'Red Smoke'. Tasked with the duty of making the world a safer place to live.
Weaknesses:
Cigarette Dependency: While many people in the world suffer from nicotine addiction, Kinsey's dependency is far, far worse. As he requires regular inhalation of smoke to keep his body functioning properly (see: Powers; Living Smoke), he has to smoke at least two packs of cigarettes a day or suffer symptoms akin to starvation and malnutrition.
Analgesia: After the indescribable pain he suffered during his 'death' (See: History), the pain receptors in Kinsey's body were permanently fried and no longer send any messages to his brain. This has instilled in Kinsey a warped sense of what is dangerous and what is not.
Can't Turn This Smile Upside Down!: Kinsey is completely incapable of expressing sadness or anger of any kind. This prevents people from taking him seriously and cultivates the honest belief that he cannot care for anyone.
No Remorse: Kinsey has done horrifying things to human beings in the past and collected a number of rumors among his enemies that speak to his ruthlessness. Those who know him as 'Killer Kinsey' are unlikely to trust him and there is no shortage of grudges out there that are waiting to be settled.
Molecular Instability: Being a being of living smoke isn't all fun and games. While he is practically invulnerable (see: Powers), a heavy impact of any kind will temporarily force the body part hit to dissolve into smoke against his will. This can be anything from a bullet wound to a punch to the jaw. This means that Kinsey can't even deliver a punch of his own without risking the displacement of his own hand.
A Gale is all it Takes: Strong winds impact Kinsey's abilities to use his powers effectively. Not only does it make using his Typhokinesis incredibly difficult but if he is hurt and forced to dissolve, a gale of sufficient strength can scatter his body and make it nearly impossible to reform, risking him losing entire body parts altogether.
Alternatively, use of powerful suction devices to trap his smoke is equally effective; possibly even more so as it allows someone to forcibly separate him from his smoke for a prolonged period of time.
One of Four: Previously a member of a covert-ops four-man cell, Kinsey considers the other members as family and are the most important people in his life. Were any of them in dire trouble, there are no lengths he wouldn't go to to save them.
Latent Radiation: As a curious side-effect to the manifestation of his powers, Kinsey now registers on Geiger counters and has an adverse reaction to equipment that scans for or utilises any form of radiation (E.g X-ray machines).
Intermittent Synesthesia: Kinsey's ability to use any part of his body to receive sensory information (See: Typhokinetic senses) can sometimes lead to the confusion of signals in his brain. This can create phenomena such as being able to see sound or smell colours. During these periods of confusion it can be difficult for Kinsey to concentrate and differentiate what is 'real' and what is not.
Other Information:
Due to the convenience of his ability to travel anywhere at a moment's notice and without the expenditure of resources, Kinsey has no fixed assignment and is instead asked to remain available at all times for relocation anywhere in the United States.
