Raz 'Hellhound'
Info Raz is a super soldier, her existence previously secret, and now thrown open to keep the public calm about the recent Vagrant threat. She is genetically engineered to be the strongest, fastest, smartest, and most dangerous specimen that humanity can offer without any powers. She boasts she's 'organic' -- no super serum or cybernetics required.
Currently, the Hellhound is, like the other super soldiers, been reassigned from all military duties to patrol major cities to keep them safe and respond immediately to any sudden emergence of a Vagrant and/or neo-human. She has captured a number of neo-humans and delivered them to a containment facility for what she believes to be the safety of everyone involved. Her presence, along with the others, is all that's keeping major cities from erupting into full-blown panic and chaos.
She is hunting for heroes.
Friends
The US military and her many, many super soldier siblings. At this time, she has not developed any connections with other characters.
Enemies
Not like she's got a nemesis she's gunning for, but she's certainly not a friendly to any neo-human.
Family
Again, the almost 2,000 super soldiers she considers siblings.
Interested In Doing....
Hunting down neo-humans, protecting against any villainous threats, violently putting down anyone that tries to harm her country and citizens.
Other
Raz is in the top 1% of her super soldier generation. She has sheer force of will, skill and no fear of death to use to her advantage. If you are interested in making a thread with Raz, be aware she will NOT go easy on you and will do everything she can to bring you in if you're a neo-human. (someone with powers.) However, that said, she will try to talk someone into coming with her peacefully. She is no diplomat by any stretch of the word, but she isn't cruel and trigger-happy either. She genuinely believes in the mission and wants to keep everyone safe -- humans and neo-humans alike.

So as discussed before, Raz will be making first contact so to speak when Tony drops down in her neck of the woods. Just wanted to see how we planned to play that. As in are they gonna throw down for a bit or just talk like rational adult and man-child in armor?

Well, I was picturing it with Raz being on the test field in her armor just putting it through the paces when a giant-ass dragon appears and Tony does his thing. Now, he'll be facing a whole lotta guns pointed his way because this is over Fort Carson. A throw down is possible I suppose, but not necessary. Should Tony land, Raz could approach him (because she's got the best of luck to be the one closest to him when he lands) and approach him for discussion. I know you really wanted that dragon to be involved and I HEARTILY support this! If Tony refuses to go with Raz willingly, they can have a brawl (which would, I think, mostly entail Raz trying to wrestle him to the ground with her heavier armor and them go bashing up some tanks in the process.) But it'd all depend on the RP itself, I think. Iron Man

Sin Eater x Raz
Sin Eater/Sam could have built up enough trouble to earn some attention. The way I have been writing the Sin Eater story is that she isn't exactly careful, and tends to leave some kind of evidence. Such as saving a human from a Neo criminal, and letting the human run off without any harm or threat, creating a witness to what happened. So local news outlets pick up the tale of this "Sin Eater" murdering specifically neo criminals. So I imagine that eventually (especially with a scrap with Batmanii and BlueDragon in the works right now) Sin Eater will be discovered by the government itself. Now, weather they know she's a Neo or not is unknown. Sam still tries to hide that as much as possible.
(off your idea in chat) Raz can set up some kind of sting to attract the Sin Eater. This can lead to a fight between them (which, realistically we know Raz would win.) wherein Raz can discover the healing factor, and maybe Sin earns some respect because she keeps getting back up for the fight, despite being out skilled/armed. And also like you mentioned, Raz could have Sam put into a special division to show the people that not all neos are put away in some cage, and there is hope to work together. Sams options are probably take the job, or get put in a cage lol. She would take the gig.
Depending on how their actual calm talk goes, Sam could even see Raz as someone to look up to and may want to impress her. So Sam would strive and train and do her best to impress Raz (even if they don't meet often.) It could give the lost and emotionally wounded Sam a good solid foundation and somewhere to belong.

Definitely logical and doable and you've been doing all your set-up. The kind of thing I looooove to see! ^_^ It certainly fits her char as she isn't necessarily a professional or trained for this thing. It's doubtful they'd suspect her of being a neo herself, but as someone targeting neo's, most certainly!
I'm all for this going down, really. Raz is a devoted soldier to a fault. She's supposed to protect neos and vagrants and everyone else equally. She's not some hired killer or oppressor. So that means whoever is killing neos isn't gonna be on her 'good' list. She'd certainly come for Sam, and the ensuing fight would indeed get both Raz's respect (for her excellent marksmanship) and caution (for the healing factor.)
The ONLY sticking point I see here is this: Raz is not a gumshoe. She's no detective, is not trained or experienced in investigative skills. She's meant for combat and sure, she notices things due to her hypervigilance. But basically... unless she's at a diner when Sam attacks a neo (which would be hilarious btw) or Sam gets caught in the act and Raz is immediately around to get to her, there's no way she's gonna track her down. We could do like a fox and hound chase if you want, but that'd depend on location. I'm just throwing as many ideas as I can at you for the proper set up so you have plenty of flexibility btw.
So basically, I can get Raz in the right area but getting her TO Sam is gonna take some finessing! As for the rest, I heartily agree with the getting her to work with the military/police in taking neos into protective custody.

RazI have to admit, I do like the funny idea of Raz being in a diner when Sin Eater goes after a neo right there lol. Sam could make a move for someone inside or just outside to trigger the events. The Magneto thread has shifted Sam's direction a little. She wants to give Sin Eater more of a footprint, so to speak. I'm thinking maybe a solo post on Neo Net warning the criminal variety of Neos to change their ways or face their sins. After Magneto's display, Sam is going to be more like The Punisher, and is going to be preparing more for her hits. By that point in the timeline, Sam will know not ALL neos deserve to be put down, so she'll only target the bad guys. She is about to get loud about it lol. Sin Eater being a neo will likely still be a hidden thing at that point as far as anyone knows. That could be a discovery to make during a fight with Raz. It's plausible to me, that late evening/night Sam would move on a target. She still isn't going to be a pro, or trained, so she won't even consider that some one like Raz may be chilling and having dinner right where Sams target is. I kind of imagine a little fighting, with a conversation before the fight ends off. It could come down to Sam has a choice. Either accept the offer of joining the special unit, or get taken into custody.
