BABY DOLL
I'm torn between two ways to play Doll. If you don't know she's a woman born with a disease that prevents her from aging, and worked as an actress for a sitcom, playing the child of course. When the writers added in a character to humiliate her on an episodely basis she quit. Attempting to pursue a series acting career, she was rejected for her appearance. Eventually Mary Doll would snap, hiring some goons to kidnap her old show crew, attempting to either live out a fictional life based on the show, or blow everyone up in a murder suicide, eventually being stopped by Batman and Robin.
Her only other appearance she felt an attraction to Killer Croc due to their shared genetic freak status, the two forming a partnership. Baby was in love with Croc, until she caught him seeing other woman behind her back. Distraught she tricked Croc into coming with her to a nuclear plant under guise of holding it hostage, but instead planned to blow it up so the two could be together forever. Once again she was stopped by Batman.
Using weapons disguised as toys or childish items, similar to Toyman, I'd either play her as weaseling her way back into an acting career, being an information broker with ties to the underworld for heroes or villains to pay for information, or have her start up her own Mafia gang, gaining power at first from people underestimating her before she becomes a bigger threat, like Falcone or Penguin.
TOYMAN II (JACK NIMBALL)
Jack Nimball was the second Toyman. Using Schott's weapons to rob and murder. Eventually Schott grew sick of this and murdered Nimball to take his name back. The image above is from the movie "Justice League Trapped in Time" where Nimball is depicted as some kind of living marionette, which gave me an idea. After his death Nimball's spirit was sucked into the new earth, possessing a wooden puppet that was the mascot for a toy shop. More deranged than ever, Nimball would become more elaborate in thieving and murderous ways, causing chaos and mayhem in his wake, and if Riddler apps the animated series Toyman like he mentioned I'd either have Nimball go after him for the sins of his father, or get a twisted revenge in trying to manipulate Schott jr into straying from his fathers path and becoming more deranged and sadistic.
BIZARRO
Bizarro is a failed Superman clone, having been created by Lex Luthor. Having the mind of a child, as well as thinking the opposite of words (pretty means ugly, villain means hero, etc) and having a few powers opposite to Superman (Freeze vision, fire breath) he tries to be a hero, but often causes more trouble than he solves. He also sees his creator Luthor as a father figure, meaning Lex or friends of Lex can easily manipulate him. I'd have it he was thrown into a portal fighting Superman, and this thinks whatever city he lands in to be "Bizarro Metropolis" that he is supposed to protect.....Even if he's not great at it.
CAPTAIN COLD
As much as I love Wentworth Miller's portrayal, I'd go original classic Cold. The one with the morals and full parka outfit. I'd still add in some of Miller's snarky banter though XD I'd keep him as a robber and thief, but still willing to do the right thing under the right circumstances. Perhaps he'd even try to start up a new rogues group
THE PARASITE

Rudy Jones was an average loser who got exposed to a random chemical mixture that transformed him into The Parasite, a being that drains the life force and abilities of anyone he touches. In this world, I'd have him work out a twisted deal with the government to hunt down Neo's for them, in order for him to "Taste" new abilities and powers, as well as grow stronger from their life force.
THE SHOCKER
Despite the potential strength Herman Schultz has with his Shocker suit, his more cowardly nature prevents him from reaching such a status. Upon reaching the new earth, he'd think he was in for easy scores, that is until he finds out to his dismay he's now in a world with twice the heroes, and twice the villains.
THE GHOST
Real name unknown, The Ghost is an industrial saboteur and Iron Man villain. Driven insane by a conspiracy his former employers set up to murder him and steal his research, the Ghost now dedicates his life to toppling big corporations and seeking out the conspiracies of the world. With the powers to phase through objects and turn invisible, as well as hacking skills, and expertise with pistols and explosives, The Ghost is a dangerous enemy to the rich and scheming. Although arriving on new earth, Ghost would be obsessed with figuring out the "Big conspiracy" of how and why heroes and villains from various worlds were arriving here.
