Lex Luthor is a man that combines scheming businessman with intelligent philanthropist. Plotting mastermind with experience leader. One thing each of those entrails is a certain level of brilliance, and Luthor shows it excellently. His head is entirely bald, showing off the skin-wrapped cranium that holds his all-important brain, save for his thin eyebrows that round over his green eyes. His nose is narrow, his lips are slim, but his chin is strong and leads off a squared jaw. On a typical day and time, he'll hold a stern and serious gaze, in rarer instances a genuinely pleased smile, and far more often a harsh and angry glare.
Despite being a businessman by trade, Lex Luthor never did abandon his body to decay. Standing at six foot, two inches and holding his shoulders straight and confident, his body is lined with lean muscle often hidden behind his expensive business suit and tie. He weighs two-hundred and ten pounds, and most of it is NOT fat, so take that for what it is. As a whole, while he is certainly getting older, Lex Luthor does not seem at all to be his age -- in fact, appearing much younger than he really is. He would almost seem an entirely healthy human being, if it weren't for his penchant to wear giant superhuman squashing armor with more weapons than a military tank.
Personality:
Lex Luthor is a kind, warm-hearted, and caring man who simply wants the best for the world. He has a brilliant mind, and will stop at nothing to use it to invent new items of convenience, to expand the global economy, to cure diseases and sickness, and to make reality a better place. He knows the hearts of those who suffer under poverty, as he has experienced it first-hand. He knows the pain of those who suffer from sickness and disease, as he was once sickened himself. And he knows the frustration of those who have nothing, as he, too, once lacked anything. Now, being a man of wealth and intellect as he is, he feels compelled to do everything he can for those who suffer just as he once did. Even without powers, to be a hero to mankind.

The truth? Lex Luthor is the very opposite of what he claims to be. A conniving supergenius from the moment of his birth, and having all the disassociation and impassiveness required of any psychotic, he felt no pain, no sadness or anything at all, when he himself arranged for the murder of his own parents, all in the name of gaining a vast sum of wealth. He does not view human beings as people, but as tools, and has both the mental capacity and the insensitivity to use them like a master manipulator. To Lex, life is just a massive game of chess, and he controls BOTH sides of the board. He'll spare no effort to help another unless it fits his own needs, he feels no likeness to any man, and above all he garners an unfailing hate for anyone who dares get in his way.
As if that wasn't evil enough, Lex Luthor himself believes wholeheartedly that he is a benefit to mankind. He feels that he is guiding them towards the next phase of evolution, not through genetics, but through the advancement of the mind. He believes that in embracing an unrivaled hate and unquestioning drive to manipulate and control others, it will lead to a stronger human race. He feels no shame in using himself as an example of that very mindset. As such, he finds it unthinkable when one goes against him, even if it be a hero attempting to halt his evil deeds. In that instant, he feels they are not acting as a hero, but with the sole desire of ruining him; in a twisted form of projection, he feels all heroes are driven to stop him by a raw jealousy of him.
Where does that leave us? With a man who, yes, is very intelligent. And in his own way, perhaps he does believe what he's doing is right. Yet he is nothing short of a madman, a mad genius, who despite not having any powers of his own, poses perhaps one of the greatest threats to humanity the world has ever known.

Genius Level Intellect: Lex Luthor's intelligence is something truly incredible; he is easily one of the smartest men on earth. He has earned more degrees and masters than most would find possible in an even shorter amount of time, and while merely in deep thought has discovered the cure for diseases, the answers to ancient mysteries, perfectly planned new technologies and machinery, and other means of both benefiting mankind AND gaining fortune and fame for himself while ensuring mankind's further degradation into madness.
Business Management: Through the managing of his business and other economic ventures, Lex Luthor has earned himself a fortune rivaled by only the likes of Bruce Wayne and Tony Stark. However, he doesn't stop at legitimate means to secure wealth for himself. He's a master of blackmail, bribery, smuggling, assassinations, and all other manner of illegal practices that would always result in the expansion of his empire. It's worth noting that at the height of his power, he virtually owned the entirety of Metropolis.
Political Science: His abilities as a business man did not end with his company. During his brief tenure as President of the United States, he carefully trained and handpicked every member of his cabinet to fit his ideal. Furthermore, he demonstrated an intricate knowledge of the ins and outs of the government, often showing an even greater knowledge than all of his political rivals.
Leadership: Despite his many failures, and his Presidential term ending in a scandal, Lex Luthor has demonstrated time and again an ability to effectively lead others towards success. He has led more than a few supervillain teams in his own right, and as President led the country to a period of brief prosperity and strength even in the face of alien invasion.
Science: Lex Luthor, among many things, is a brilliant scientist and inventor. He can solve even the most complicated of equations in a matter of seconds, and knows the human genes so thoroughly that he can effectively experiment with them to cause mutations. While he claims to have found the cure for cancer, AIDS, and many other diseases, he likewise states that he keeps them locked safely away so he can make a higher profit from them in the future.
Hand-to-Hand Combat: Though far from being a master like Wonder Woman, Batman, or Captain America, Lex Luthor is capable of holding his own in a fist-fight. He was able to hold his own against Nightwing and Batman in his own universe, however it should be noted that he had significant advantages during those encounters outside of martial prowess. Suffice to say, however, that he is more than capable of holding his own against some of the more skilled opponents in the world.
Weapons/Equipment: He arrived at New Earth with none of the high-tech combat equipment he commonly brought into battle.
History:
Lex Luthor was born to poor, drunken, and abusive parents. His early years as a child, growing up in perhaps the worst slum of Metropolis, were something of a hell for the young boy. Crime was rampant, the family had nothing, and there never really was any relationship between Lex and his parents beyond their screaming and beating. Unfortunately, it was those years of torment that groomed Luthor into becoming the madman that he would become. After his younger brother died to disease, and his parents grew ever worse because of it, Luthor, now in his teens, decided enough was enough. Secretly taking out a hefty life insurance claim in his parents name, he then murdered his parents in order to enact it and gain an immense fortune over night.
He had no regrets.
Moving on from there, Luthor went on to found a new company in his own name: LexCorp. Originally, the company was a manufacturing brand, primarily in the production of convenience items. Over time, however, Luthor began spreading his influence. He bought other companies out, blackmailed those that wouldn't sell, and used their business to grow his own. Soon, LexCorp was making toys, electronics, cars, houses, growing and selling food and other consumer goods, and even dealing in insurance, drugs, scientific endeavors, inventions, and investments. In the span of just a few years, Lex Luthor had emerged as the wealthiest man in Metropolis, and over the course of the next decade, he would become one of the richest men in the world.
The world loved him, despite his back-alley activities and active presence in smuggling and the black market. For every toy he sold to a family, he sold just as many guns to gangs in and out of the city; he arranged for just as many family events as he did wars. But he was smart, and his machinations went off without anyone ever realizing that all the turmoil was being caused by the very man who put on the air of loving and caring for all. No one knew that, when he publicly mourned the loss of a soldier, it was by his very doing that the soldier was killed. But it was through those actions that Lex Luthor not only became one of the wealthiest, but also one of the most powerful men on the planet.
His fame wouldn't last forever, not unscathed. At a certain point, his life of luxury would be interrupted by the arrival of a certain Kryptonian; Superman. Through a series of events, fortunate for most but unfortunate for Luthor, Superman exposed Luthor for the menace he really was, and ruined Luthor absolutely. He had gone from power and riches to having nothing at all, except a bad name and a brilliant mind. Of course, that wouldn't ever stop him, and even after the fact he managed to become the President of the United States for a time. It was hardly any wonder that Lex thought the world was stupid.
In his universe, however, it was during his tenure as the President that the portals began opening.
Unlike the vast number of others, however, who sought means of stopping the portals and the disappearances that often followed, Lex Luthor looked instead for a way to control them. To harness them, opening up portals to another dimension at whim, to banish his enemies one-by-one. His brilliance met with success, of course, and he was able to at least create one. However, even genius has its limits when delving into the realm of magic and the supernatural. No sooner had he and his scientists created a portal, then the device began to fail. The gaping void reaching to lands and spaces unknown fluctuated and grew, sucking Luthor and the scientists and a great deal of machinery in with it, until, with the destruction of the device, the portal dissolved.
Unfortunately, Lex was the only one to survive the experience. He now found himself trapped in a foreign world, without a penny to his name, with only his brilliant mind to serve him.
Weaknesses:
For all his genius, Lex Luthor is still just a man. A brilliant one, yes, but he's still mortal. Physically speaking, while Lex Luthor certainly is of the same strength as a man well-built and in their prime, he's no more stronger or pain resistant, or resilient for that matter, than an average human being. Injury, disease, age, anything that can kill a mortal human being can kill Luthor as well, and very effectively for that matter.
Luthor is as arrogant as they come. He constantly undermines and underestimates his enemies, in large part due to his intelligence. He views himself as being superior, without fail, even when it's obvious to everyone that he's outmatched. Furthermore, his arrogance and unwavering view of the world leads to him being unable to comprehend, for the most part, those around him. To use Superman as an example, he refuses to believe that the Man of Steel is heroic simply because he is 'good'. He can't believe that someone like Clark Kent would be Superman, because he can't fathom how someone with power would live like someone who has no power at all.
Above all, Luthor fears being replaced as the people's hero; something that has happened to him already. As a result, his fears morphed into dreading that what he has left will be taken away from him; his wealth, his fame. The fear of losing everything is what drives him to take what extremes such as he does.
