The Ten Rings. Named for the actual, physical rings that give The Mandarin his formidable power, the Ten Rings exist as ten levels of a massive network that serves the Mandarin in multiple ways. Some prop up others, others are so compartmentalized they do not know the others exist, but whether it is politics, technology, or the mystic arts they are all loyal to The Mandarin, helping to bring the world under his control.
Remaker: the Ten Rings terrorist organization. To the world at large they are seen as another Middle Eastern terrorist network, their devastating attacks (often carried out with weapons and technology beyond what most similar groups have) they have killed hundreds. They claim loyalty to a mysterious leader who claims they will get all they desire be it revenge, territory, or the spread of their ideology. They seek to use terror to “remake the world” and are open to working with any who will help them. They are on the radar of governments, militaries, and intelligence organizations the world over.
Influence: a shadowy organization made up of the elite. They grease wheels, manipulate politics, generate income for the other "rings", blackmail people, and have an army of lawyers to help them do it. Most prevalent in China and America, it is safe to assume they have representatives manipulating politics in every major nation around the world. Every thing these elite movers and shakers do help further the Mandarin’s agendas.
Spin: Mandarin controlled media outlets. Currently they’ve helped push the narrative that Neo-Humans are a danger and try to get laws, tech, and more developed so long as they increase tensions on between Neo-Humans, Dimensional Transplants, and regular New Earth citizens. They also deflect criticisms of The Mandarin’s legitimate enterprises and turn the public and media against his enemies.
Spectral: this "ring" is made up of various assassin organizations, especially ninja clans who work to eliminate the Mandarin’s enemies. Each clan uses different tactics (ancient assassination techniques, high-tech weaponry, and even mystical means) to kill the wide range of enemies The Mandarin has. Heroes, Villains, CEOS, any and all who threaten his plans may find their throat slit in the shadows of the night.
Nightbringer: A cult that helps gather magical objects within New Earth. These artifacts are used to either strengthen Mandarin, add to his army by controlling powers and creatures not currently under his influence. They think of the Mandarin less as a man and more as a mystical force, a god-like entity they worship. Some are just fanatical men and women, others researchers and archaeology specialists, and mixed in are spell casting sorcerers.
Daimonic: Known to the public as the Chinese tech conglomerate Prometheus International they are your standard evil tech company focusing on technology meant to rival Stark and help give Mandarin a cybernetic edge on the road to conquest. Killer robots, drones, out of control A.I., etc. Their weapons and designs have been used far and wide by those willing to buy them.
Incandescence: Little is known about this particular arm of the overall organization. Rumor has it the members of this “ring” are few in number, with the sole purpose being summoning and controlling the alien dragon Fin Fang Foom, possibly the most dangerous being in the Mandarin’s forces.
Lightning: this "ring" is comprised of both neos and mundane people, augmented by dangerous tech and not expected to survive their missions. They arrive, they strike, and very likely die if not from battle with heroes/villains, then from the fact they burn out. The power they are infused with come from The Mandarin’s mystic ring of the same name and though great, it can only be wielded safely by Mandarin himself. Unlike other enemies from Mandarin’s forces, these almost require elimination before they take innocents with them.
Zero: named after the ring that manipulates cold, these are extremists that hate the neo population and vagrants. They come from all walks of life, but the bottom line is they are willing to kill people with powers simply for being different. They find work within government (because those in the Influence ring help clear their criminal histories and racist status) but also act as mobs out to hurt Neos and instigate conflicts at protests and the like. They are expendable, but their actions tend to help Mandarin gain power via the other rings.
The Liar: The Mandarin himself. Also called "The Master" he only gets personally involved when the stakes are too high to risk losing or when he's been angered. Some say he’s a mystic warrior king reborn through the ages, others a low level criminal who stumbled upon great power, but whatever the case you do not want to risk the wrath of the man who leads the rings.
